As CIOs juggle priorities and budgets, the Technology Innovation Fund is unlocking new technology initiatives.
Department of Labor (DOL) and Office of Personnel Management (OPM) chief information officers were used. Modern technology fund To update, streamline and improve customer-facing services through website updates and employee verification services.
(TMF) has been widely approved across the state, and President Biden’s fiscal year 2024 budget seeks to add an additional $200 million in support for the program.
“We must use the purchasing power of the government. It’s great. “Using this power, we have an opportunity to improve customer experience and access for our team and employees, and help us accelerate digital transformation in government,” said federal CIO Claire Martorana at last year’s event about the benefits of using TMF funds to launch technology projects across multiple use cases.
OPM uses TMF for website updates
With the help of new strategic plans and TMF funding to modernize the agency and streamline its services, OPM is undergoing a major IT transformation.
In the year In late 2022, OPM released its strategic plan, which included the OPM CIO. Guy Cavallo Worked with the agency’s CDO to create a new data strategy. Cavallo is currently developing a new IT strategic plan for fiscal years 2023 to 2026.
We are in the final stages of 508 compliance before you see our new strategic plan on the website. So, for the provider community that wants to know where is my best fit in OPM, you have the agency strategy, you have our data strategy, and very soon you’ll find our IT strategy. For those of you who know me – surprise, surprise – he says go to the cloud. That’s what we’re doing,” Cavallo said Monday at the ATARC GITEC conference 2023.
Late last year, OPM was awarded $6 million from TMF to update the technology behind and content on the opm.gov website to improve and enhance the user experience. With approximately 20,000 pages and 3,600 dead links, users have difficulty navigating the site, using the tools effectively, and finding the information they need.
“We won an award for rebuilding opm.gov, which I would rate as one of the worst websites in the federal government,” Cavallo said. “It’s an on-premise environment going to the cloud. Meanwhile, we’re working with the TMF board, getting our funding and working out our processes while still trying to improve the site that people go to every day.”
Under the project, OPM will implement a modern and secure content management system (CMS) hosted in OPM’s Enterprise cloud environment, provides users with recognizable and accessible web tools. Cavallo said the agency is focused on four key areas: supporting federal employees who work for the government, government retirees, citizens who want to work for the government, and HR offices seeking OPM policies.
Recently, OPM launched a new chatbot for its website to answer pension questions. OPM used some best practices from the Department of Veterans Affairs by launching VA’s chatbot, which handled 4% of calls from the agency’s call center.
“What I can do is get rid of calls from the call center, which we need to improve a lot at OPM in our area. So, we’re trying to get those basics,” Cavallo said. I want you to use that chat because they help us give. We’re about 50 questions and answers today. We think we need to get up to 800 to 1,000 to be really effective.
Worker visa modern project
DOL has been awarded funding for three projects under the TMF, including labor certification processing modernization, data modernization and PERM visa modernization. A fourth is in the works, CIO Gundeep Awhuwalia said at the ATARC conference on Monday.
It processes approximately 120,000 permanent employment verification requests annually from 73,000 unique employers. DOL’s current permanent employee certification service relies on digital access to customer experience, inconsistent case processing times, inconsistent case processing times, and increased fraud and security risks.
Under the PERM Visa Modernization Project, DOL is focusing on fully digitizing the immigration process, creating a more seamless immigrant visa-processing experience with the Departments of Homeland Security and State.
“Depending on the priority date we give you, your immigration journey into the country could be anywhere from three years to 10. That’s the difference. So the latest TMF award Digitizes the PERM process For this, every immigrant should take their green card to get it,” said Auhluwalia.
The updated system aims to integrate the modern PERM labor certification process into DOL’s Foreign Worker Application Gateway (FLAG) digital platform, which leverages GSA’s Login.gov services and enables secure and efficient sharing of labor certification information throughout the multi-agency visa processing lifecycle. Through its Interagency DataHub.
“My hope is that in one year they will all be digital. All these will go to USCIS, which is the next step in the process,” said Auhluwalia. “Once we digitize this process, that migrant journey will be further digitized and we will transfer the information to others. That is the improvement we want to bring to every work process in the labor process and we are trying to speed it up as soon as possible.”
with TMF financial support And support, DOL will change three processes: PERM filers submit applications, PERM analysts review applications, and PERM employee certification decisions are submitted to USCIS and States.
DOL has redesigned its business processes to eliminate manual and paper-based processes. This modernization allows analysts to create and issue letters to filers and automate the audit selection process for due diligence reviews. DOL will save $2.2 million annually by reducing physical document storage, which will help DOL repay the TMF loan.
“Because it’s like a loan, it’s an important tool that you have to bring to the ecosystem. Now we have some of the new ones and in the fourth one in the hopper, the TMF board also allows for aid-type construction. If there are not enough savings from it, “I will stop importing this currency paper for our labor certification process, in Atlanta And I’ll stop printing in my Chicago offices, so I’ll have a reimbursement. Pay back the TMF board and then the program can keep that reimbursement after the loan is paid off.
